The enclosed Petition for
Rulemaking (the Petition) seeks to codify and clarify Nuclear Regulatory
Commission (NRC) and Department of Homeland Security ("DHS") and the Federal
Emergency Management Agency (FEMA) relocation requirements by clearly
mandating the extension of ALL host school pick-up centers to be at a
minimum distance of five to 10 miles
beyond
the radiation plume exposure boundary zone to properly ensure ALL
school children (are protected in the event of a radiological
emergency.
